Rochon was raised in Torrance. She is the child of Zelma Staples (a nurse practitioner) as well as Samuel Staples (a businessman and graphic artist). Rochon is a 1982 graduate from Cerritos High School, located in Cerritos, California. Rochon graduated with a diploma in broadcast journalism from California State University Dominguez Heights (CSUDH) in the year 1986. Her other minors include sociology, theatre, and theater. Heather has appeared in several television and film shows that include Nightingale as well as Epic Movie.

Ullerup's first role was that as Julia Brynn on the remake the television show Battlestar Galactica in 2006, that aired on Sci Fi Channel. The character she played, Ashley Magnus, was written out of Sanctuary's first and second season. The reason for her departure sparked heated discussions among viewers. A lot of people wanted her back on the show in a subsequent episode, before the show was terminated in 2012. In 2016, Ullerup was cast as Bree O'Brien in Chesapeake Shores. Ullerup was played by Maggie Thomas, Michael Thomas his estranged spouse in Asteroid: Final Impact (2005). From 2016, Ullerup is seen in a frequent character as Dale Travers in Hallmark's Signed, Sealed, Delivered movies series.
